JOB DUTIES: This complex, supervisory position is responsible for the development, implementation, growth, and management of the Florida State Forest Recreation Program for the Florida Forest Service (FFS), which generates upwards of $2M of revenue annually. This includes developing updates and improvements to Rule 5I-4 F.A.C., as well as internal policies and procedures for the installation, maintenance, and monitoring of outdoor recreation sites and programs on 38 State Forests and 1 ranch, encompassing over 1.16 million acres open to public use. Critically, this position also directs and coordinates the development of the 5-year Outdoor Recreation Plan for the FFS and reviews 10-Year Land Management Plans to ensure that FFS goals for public use are being pursued and accomplished. This position also ensures that visitors to Florida State Forests are met with exemplary customer service, reinforced through periodic training and education of FFS staff. Serves as liaison to FFS field staff for planning, development, and management of outdoor recreational programs on State Forests. Duties include conducting periodic field evaluations of current recreation sites, as well as sites proposed for recreation; the development of recreational site plans; and the coordination with the Forest Logistics and Support Bureau for ARC (Acquisition Restoration Council) approval for new recreational sites. Provides technical training in outdoor recreation to FFS field staff. Oversees the Friends of Florida State Forest Program day to day operations and coordinates with field staff as necessary. Conducts quality assurance reviews for public use areas ensuring high quality visitor experiences and exemplary customer service. Administers and oversees the Forest Management Bureau's State Forest Education and Awareness program, which includes publications, brochures, exhibits and interpretive forest trails. Duties include evaluating field publications; creating and/or updating statewide written or digital media, and ensuring coordination with the FFS Communication Manager for the preparation and development of educational and informational material. Responsible for analyzing visitation and use on State Forests and serves as the FFS representative on the Natural/Cultural Tourism Council with FLA/USA. Responsible for oversight and implementation of the OHV program in Florida which includes new trail opportunities, trail enhancements, monitoring existing areas, providing leadership and support to the Off-Highway Vehicle Advisory Committee, and ensuring compliance with Chapter 261, Florida Statutes. Serves as a liaison to all forest education programs across the state and coordinates statewide educational opportunities as requested. Manages the Centralized Reservation System (CRS) for the FFS ensuring contract compliance and customer satisfaction. Duties include ensuring deadlines and deliverables in the contract are met, periodic meetings with the vendor for contract monitoring, providing guidance and training to required FFS staff, data collection for new recreation sites managed through the CRS, and assisting customers with questions or issues while using the CRS. Administers the Wildlife Management Area Program on State Forests in conjunction with the Florida Fish and Wildlife Conservation Commission (FWC), which requires a strong relationship with FWC and a strong understanding of hunting and fishing regulations in Florida. Serves as the FFS representative to the Florida Greenways and Trails Council. Coordinates with land management agencies on activities that affect State Forests as needed. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with FFS and department policies and procedures. Performs other related work as assigned, which may include the handling of revenue.
