Duties and Job Description of the Library Director

The library board has delegated to the Library Director the full responsibility of operating, administering, directing, and managing the library, its collections, and library programs and services to patrons and community organizations with broad guidelines, procedures, policies, goals and objectives established and approved by the board.

 

Under the direction of the library board, the Library Director develops, administers, supervises, and coordinates the work of the library and staff, performs managerial duties related to personnel, budget, collection development, building maintenance, and library operations and services in conformity of the policies established by the board.

 

Duties include administering the daily operations of the library, including but not limited to, reference, circulation, programs, volunteer utilization, community outreach and relations, budget, policies and procedures, library staff, facility, and any additional duties as required by the board. Additionally, the following are included in daily operations as needed or required:

 

  • participates in the recruitment and selection of library employees. 
  • administers personnel policies and procedures for library employees including technical and administrative library skills training, development, scheduling, and evaluation, assigning areas of responsibility in diversified library activities, creating a harmonious team environment, and maintaining high standards of library service.
  • creates opportunities for staff to suggest and implement improvements in library services, programs and collection within a customer-focused framework that supports the vision and mission of the library.
  • promotes staff development by providing opportunities for staff to attend workshops, conferences, and other professional development opportunities.
  • plans and conducts regular staff meetings.
  • ensures library staff meets, maintains, and/or exceeds the library staff core competencies within the first year of employment as noted in the Tennessee State Standards.
  • schedules, supervises, and interacts with the appropriate city employees and/or contract services to oversee the care and maintenance of the library's building, grounds, furnishings, equipment, and systems.
  • maintains a clean and inviting appearance of the library. 
  • prepares the annual library budget proposal for review, participates in its presentation to municipal officials, and administers the approved annual budget within established procedures to stay within the city’s approved operating budget making appropriate expenditures without further direction from the library board which may include the selection and purchase of books and other reading materials, general library materials, equipment, supplies, and employee schedules.
  • manages the library environment to ensure a positive user experience.
  • develops and evaluates standards and practices for the delivery of quality customer service.
  • maintains situational awareness to ensure library security.
  • understands and acts in accordance with the basic values and ethics of library service to include privacy and confidentiality in accordance with Tennessee state law.
  • demonstrates respect for diversity and promotes inclusion of cultural values including balanced collections. 
  • strives to achieve and maintain the Tennessee Standards for Public Libraries for the library. 
  • evaluates, administers, and oversees library programs such as circulation, reference, reader's advisory services, children's services, community services, and public information.
  • develops print and non-print collections, including selection, purchase, organization, maintenance, preservation, withdrawal, and disposal of materials and ensures that these materials meet the needs of the community. 
  • establishes and maintains a positive working relationship with the library trustees, staff, volunteers, the library system and member libraries, local service organizations, city, county, and state officials and the general public. 
  • works with municipal and state government officials to meet the needs of the library. 
  • maintains knowledge of new developments relating to public library operations and services including technological advances through professional development opportunities, participating in and earning at least 25 hours of continuing education yearly, and travels to various meeting locations, conferences and continuing education sites as needed. 
  • plans, manages, and administers the library’s public relations plan including development of promotional materials (brochures, flyers, press releases, newspaper articles, etc.).
  • promotes the library's collections, programs, and services through outreach programs, presentations and speeches to groups and organizations within the community.
  • oversees the Children’s Librarian/Program Coordinator’s plans and organization of the activities, programs, services, and use of the library by outside groups according to the needs of the community.
  • oversees the assigned job duties of the Assistant Librarian.
  • compiles and records library statistics and assembles them for monthly meetings of the library board, Friends of the Library group, regional library and the state library as needed. 
  • works with the Friends of the Library organization in promoting the library before the community and participates in fundraising in conjunction with the Friends organization.
  • prepares grant proposals to state and federal agencies, non-profit foundations, and other organizations and administers grant funds upon award to improve library services.
  • organizes, plans and directs the growth and development of the library by developing and implementing short-term and long-range goals and plans for collections, services, and programs in keeping with the library's mission statement and operating policies.
  • oversees the continual development of the library's website so that it is an instrument for service delivery, information exchange and public awareness. 
  • maintains inventory of library equipment, furniture, and supplies, 
  • manages and maintains library records, staff and volunteers’ records and other records necessary to the operation of the library. 
  • has the authority to control behaviors in the library and may insist disruptive patrons leave the building or deny access. 
  • ensures the library will be open and properly staffed as per approved operating hours.
  • performs circulation desk procedures as needed. 
  • responds to inquiries and complaints from the general public sensitively and effectively. 
  • supervises the utilization and maintenance of technology to deliver, monitor, and enhance library service. 
  • accepts and acknowledges gifts of money and library materials.
  • develops, prepares, recommends, and submits the library’s policies, procedures and long-range goals and objectives to the library board for review, approval, update, and implementation.
  • plans, prepares, and submits meeting agendas, materials, and reports to the board on all library operations, developments, programs, budget and use of the library and participates in each library board meeting. 
  • provides professional expertise and guidance to the board including but not limited to presenting information on pertinent legislation from local, state, and federal agencies, discussing trends in library technology, funding, and management wherever possible.

Qualifications

  • Proficiency in Windows 10, MS Office, Google Suite, and Canva.
  • Ability to effectively use computers, electronic databases and other technology as required.
  • Ability to operate standard office equipment, such as copiers, printers, fax machines.
  • Ability to exercise independent judgment, reliability, and maintain confidential integrity as required.
  • Possesses strong communication and public relations skills.
  • Demonstrates supervisory skills.
  • Ability to maintain a close working relationship with library employees.
  • Flexible, hardworking and detail oriented.
  • Familiar with many aspects of public service operations including circulation and basic reference services and technology.
  • Ability to handle a frequently fast-paced position with numerous interruptions.

Physical stamina is required to rearrange furniture and put away materials, and to push and pull loaded book carts and other library equipment and materials. Physical activity includes, but is not limited to, prolonged periods of sitting, as well as periods of standing, mobility, stretching, bending and stooping.
