Oak Ridge National Laboratory (ORNL) seeks to hire a Communications
Specialist for the Communications Division to support laboratory
performance effectiveness activities at ORNL. The individual in this
position will support the Offices of Institutional Strategic Planning
(OISP) and Integrated Performance Management (OIPM). Both offices support
the Laboratory Director’s Office in the areas of strategic planning and
investments, discretionary resource allocation, organizational performance
management, and operational effectiveness.

*Major Duties/Responsibilities:*

·       Support the day-to-day activities of laboratory performance
management; serve as project coordinator for key deliverables.

·       Collaborate with the OISP and OIPM directors in support of ORNL
senior executives in developing performance management plans, identifying
objectives for the Laboratory, and tracking key results for inclusion in
the following:

o   Laboratory Agenda

o   Laboratory Annual Report

o   Laboratory Performance Evaluations Management Plan (PEMP)

o   Annual Laboratory Notable Outcomes

o   Laboratory Directed Research and Development program

o   Documentation of Laboratory Objectives, Key Results, and Analysis

·       Support corporate governance activities, notably preparing for
regular committee meetings of the corporate board of governors.

·       Track and review federal budget priorities and federal science and
technology policy priorities to support understanding of the investment
landscape.

·       Review reports from industry leaders, the US Department of Energy,
national academies, etc., and prepare related communications for senior
laboratory executives.

·       Understand and write or direct others to write about complex
science- and technology-related topics and work with senior executives and
researchers to produce timely, interesting, and compelling materials
(correspondence, reports, meeting notes, presentations, talking points, and
other materials) that readily convey the importance of the work at ORNL to
multiple audiences, including DOE, scientifically trained researchers and
sponsors, and the public.

·       Organize information from various scientific and often highly
technical sources, including interviews with subject matter experts, and
produce written materials in concise language without loss of technical
meaning and with meticulous attention to logic, consistency, and accuracy.

·       Collaborate with technical editors to ensure adherence to grammar
and style guidelines; collaborate with Creative Services to secure writing
support as needed.

·       Maintain organizational websites in Drupal and SharePoint, with
support from ITSD staff.

·       Suggest visual material in support of scientific and technical
information needs. Work with designers, illustrators, photographers, and
videographers to develop attractive and high-visual-impact products.

·       Comply with environment, safety, health, and quality program
requirements.

·       Maintain a strong commitment to the implementation and perpetuation
of values and ethics.

*Qualifications Required:*

·       A bachelor’s degree in communications, business, science,
engineering, or a related field

·       At least 5 years of experience

·       The ability to obtain and maintain a Department of Energy clearance

*Preferred Qualifications:*

·       A master’s degree in communications, business, science,
engineering, or a related field and 4-6 years of experience.

·       Experience managing operational excellence and/or driving
continuous improvement in organizational performance.

·       Experience in a DOE laboratory and/or with a corporate
organizational effectiveness program.

·       The ability to prioritize and meet deadlines, work independently
and with all levels of management, researchers, and staff in a team-based
environment; learn new information quickly; understand, follow, and
implement complex instructions; and manage projects from concept to
completion.

·       Excellent attention to detail; good facilitation and presentation
skills; strong organizational skills, including the flexibility to
simultaneously handles several assignments; excellent communication skills;
strong skills in solving problems and developing and implementing
solutions; and demonstrated expertise in Microsoft Office and Adobe
products.
