Summary

The State Library Deputy Director is responsible for the development and direction of library services. This position is governed by state and federal laws and agency policy.

Typical Functions

Provides general direction to subordinate staff by developing short and long term organizational goals and objectives, determining the allocation of internal and external resources, advising staff seeking guidance, and overseeing the functions of program activities to ensure fulfillment of the organization's mission and objectives. Plans and directs the overall operations of the State Library Services and Development Division through section managers, including Library Services, Network Services, Extension Services, and Blind and Physically Handicapped Services. Participates with other agency management representatives in the formulation and approval of policies, procedures, and short and long-range plans for administering the State Library's mission, including integrating and maximizing the delivery of library services. Provides technical assistance to staff and other public library officials, by interpreting legislation, policies, and guidelines affecting library development, to determine the action required and resources needed to bring services into compliance. Establishes policies and procedures on public utilization of state library services, including the inter-library loan system, circulation, reference, and specialized reference to the U. S. Patent Depository. Oversees the provision of consultative expertise to local libraries to ensure effective program and services design and implements and coordinates in-house library development service delivery systems with the needs of local public libraries to enhance the availability of library materials to the public. Reviews and approves requests for new, expanded, and existing programs, including automation upgrades and other resource needs, implements approved program changes, and evaluates Division programs to ensure compliance with applicable state and federal laws and regulations, including services for the blind and visually handicapped. Plans and anticipates resource needs for new programs or automation upgrades, prioritizes requests submitted by subordinates, compiles biennial and annual budget requests, and reviews and approves interim expenditures to ensure they are within budgeted amounts. Performs other duties as assigned.

Knowledge, Abilities, and Skills

Knowledge of the principles and practices of human resource and organizational management. Knowledge of professional library philosophy and practice in public, school, and special libraries. Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinate supervisors. Ability to interpret and apply laws, policies, and guidelines affecting library development. Ability to evaluate the effectiveness of programs and activities. Ability to design and implement a state-wide network of various types of libraries. Ability to administer a sub grant review and monitoring process. Ability to communicate technical information and coordinate activities with diverse groups. Ability to anticipate needs and develop plans and operational goals to meet the needs.

Minimum Education and/or Experience

The formal education equivalent of a master's degree in library science; plus five years of experience in professional library work, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
