The North Jersey Transportation Planning Authority, Inc. (NJTPA), the Metropolitan Planning Organization for the 13 counties in northern New Jersey, is announcing a Request
for Proposals for consultant assistance for the preparation of two Concept Development studies being advanced through its Freight Concept Development Program (FCDP). This program is consistent with the Project Delivery Process implemented by the New Jersey
Department of Transportation (NJDOT). Through this RFP, the NJTPA is seeking to engage one firm to provide professional consultant services for two separate studies. The contract will include the Berkshire Valley Road Truck Circulation Project in Roxbury,
Morris County and the Port Reading Secondary South Main Street Grade Crossing Elimination Project in Bound Brook, Somerset County. Primary tasks to be performed by the consultant shall include, but are not limited to: data collection, community outreach, development
of the purpose and need statement, development of alternatives, selection of preliminary preferred alternative and National Environmental Policy Act (NEPA) classification. The NJTPA invites all qualified firms with experience in this area to submit proposals
for this project.

August 19, 2020.
A pre-proposal informational meeting, which is strongly recommended for all interested firms, will be held on

Federal and state procurement regulations apply to this contract. If awarded, the successful firm awarded the contract shall be required to comply with the requirements
of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. The NJTPA in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all interested parties that it
will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit proposals in response to this invitation and will not be discriminated against
on the grounds of race, color, or national origin in consideration for an award."
The deadline for proposals is: September 2, 2020 at
2:00 PM (ET). Proposals will be accepted through the NJTPA’s secure electronic proposal submission process via a link on the RFPs webpage.
Proposals received after this deadline will not be considered for review.
