Multipliers for FY2019 Category Two Budget Calculations

In Public Notice 19-170<http://click.icptrack.com/icp/relay.php?r=52291696&msgid=248111&act=OE5S&c=1535322&destination=https%3A%2F%2Fdocs.fcc.gov%2Fpublic%2Fattachments%2FDA-19-170A1.pdf>, the FCC announced an inflation factor of 2.2% for FY2019. This factor will affect the calculation for the total available funding for the E-rate program, and also the multipliers for calculations for applicants' Category Two budgets.

The calculations for FY2019 Category Two budgets are:

  *   Schools = Number of students * $159.669053922
  *   Libraries with an IMLS locale code of 11, 12, or 21 = Total square footage * $5.3223017974
  *   Libraries with other IMLS locale codes = Total square footage * $2.448258826804
  *   Budget floor = $9,793.04

So, for those of you who are applying for Category 2, these are the calculations that you can do to determine how much in Category 2 funding you can expect as a maximum.


·         For those libraries that are 4,000 sq ft or below, your maximum non-discounted funding is $9,793.04

·         For libraries serving populations 250,000 or less, then you'll multiply your total square footage by $2.448258826804

o   Example: 10,000 sq ft by $2.448258826804 is $24,482.5882, which is your non-discounted funding

·         For libraries over 250,000, and in IMLS locale codes of 11, 12, or 21, you'll multiply your total square footage by $5.3223017974

o   Example: 100,000 sq ft by $5.3223017974 is $532,230.1797, which is your non-discounted funding

What's Category 2 again?

Category 2 is for internet infrastructure: cabling, networking equipment, etc.  Specifically, Category 2 funds are available for 5 years and can be used for the following:

·         Routers

·         Switches

·         Wireless access points

·         Internal cabling (Internet, not electrical)

·         Racks, wireless controller systems

·         Firewall services

·         UPS

·         Software supporting the above components

I can ask for that much each year for 5 years?

Actually, the amount calculated is your total for that  years.  You have 5 years to spend it all.  If you spend it all in the first year, then you'll have to wait for 4 years to ask again for Category 2 services.  However you spend it in that five years is up to you as long as you have your documentation in place.

If you were interested in Category 2 services, you would have indicated that on your Form 470 previously.


Please note, the deadline for filing Form 471 is Wednesday, March 27th.
