1. Do you give temporary cards to people staying in your area for brief periods of time? ie: construction workers staying in hotels.  If so, what do they have to do? Show identification and what else?

2. Do you give cards to people with no addresses? ie: homeless.  We are trying to figure out a way to do this since we have a large homeless population.
