Essential Functions * Plans, manages, supervises and evaluates operations of the various service areas provided through the City of Kingsport Library including cultural, informational, literacy and archival functions to ensure they meet the needs of the general public of the city; * Reviews current operational activities and plans strategies to improve and/or expand services within constraints of budget allocations. * Works in conjunction with other library systems to discuss feasibility of network interlibrary systems including hardware, software and logistical requirements of other cities and county library systems; * Works closely with city data processing department to discuss library system support requirements, upgrades and integration of new applications; * Meets regularly with Library Commission to review policies. * Represents the library on a variety of panels and boards including auxiliary groups, professional groups, civic and other governmental entities regarding the planning and delivery of services and activities; * Researches and writes grants to request additional funding of programs/projects; * Meets with other city staff members to develop policies, discuss upcoming events/activities and necessity of physical plant maintenance. * Manages and supervises subordinate personnel for adherence to established goals, objectives and standards; * Identifies and implements training programs, both formal and informal; * Prepares and submits for approval annual operating, budgetary and capital improvement plans; * Prepares and presents a variety of reports of activities. * Performs other duties as assigned. Qualifications * Knowledge of the principles, practices of library science and library administration; * Knowledge of general management principles and practices of budgeting, policy/procedure development and personnel supervision/management; * Knowledge of the City of Kingsport's community make-up, interests, needs and available resources with regard to the public library; * Knowledge of public library services, programs and activities; * Skill in planning, organizing and managing through subordinate staff; * Skill in establishing and maintaining effective working relationships with a variety of community interest groups, community leaders, outside library systems, other city department staff and the general public; * Skill in preparing and presenting informational/educational programs regarding the services provided through the City of Kingsport Library and related programs to improve interest and support by community members. Education and Experience Master's Degree in Library Science with three years full time experience as a library department head including one year supervisory/administrative responsibilities.
