Both positions will be stationed with the COE in FL, Clewiston or Jacksonville. The GS-7 salary is considered an entry level position. The annual starting salary is $40,684. The range in the announcement is the current maximum salary if the employee stayed in this position over a 10+ year period. It also provides flexibility to hire someone at a higher than base salary IF the applicant can provide documentation of experience with the same type of work AND was paid more than the advertised base.
