REQUEST FOR PROPOSALS

 

FREIGHT RAIL INDUSTRIAL OPPORTUNITY CORRIDORS PROGRAM

 

The North Jersey Transportation Planning Authority, Inc. (NJTPA), the Metropolitan Planning Organization for the 13 counties in northern New Jersey, is announcing a Request for Proposals for consultant assistance to develop a comprehensive inventory of constraints to national standard freight rail access as defined by the dimensions (Plate "F" which is 17 feet high and 10.5 feet wide) and weight of a railcar (286,000 pounds or 286K loaded railcar) and the associated industrial development potential for the NJTPA region. The freight rail lines included in this analysis have been identified through the NJTPA Freight Rail Industrial Opportunity (FRIO) Corridors Program. The NJTPA invites all qualified firms with experience in this area to submit proposals for this project.

Questions about the RFP must be placed in writing and emailed to Anne Strauss-Wieder at [log in to unmask], with a copy to [log in to unmask]. Copies of these questions and any replies will be made available in the RFP area of the NJTPA Website. The deadline for inquiries is June 21, 2017.

 

A pre-proposal informational meeting, which is strongly recommended for all interested firms, will take place on Friday, June 9 at 10:00 AM (ET), at the NJTPA offices in Newark (One Newark Center, 17th floor, Newark NJ, 07102). Federal and state procurement regulations apply to this contract. If awarded, the successful firm awarded the contract shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.      

 

The deadline for proposals is: June 28, 2017 at 2:00 PM (ET).  Proposals received after this deadline will not be considered for review.
