Description of Opportunity
Muncie, Indiana is a Midwestern city of approximately 69,000 citizens located in East Central Indiana.  Like other cities in the nation's rustbelt, Muncie lost jobs as factories closed and experienced a decline in population and a rise in poverty levels. Despite this, Muncie has many advantages including a community devoted to building a stable, economically viable future.  Ball State University, a vibrant arts community, and a thriving social justice movement have resulted in collaborations that focus on improving education, neighborhoods, image, infrastructure, and beautification.  The Library has been, and would like to continue to be, part of the revitalization of Muncie and the wider community.
For these reasons, we are seeking a leader who is able to engage the community, and who can develop collaborative partnerships with community organizations. Community involvement and a focus on innovation with a thorough grounding in the principles and trends of librarianship will be critical. Important qualities for the candidate to possess include:  a focus on innovation, leadership skills, collaboration, community involvement, focus on community needs, budget and grant writing, organizational skills, communication skills, ability to engage the public, staff, and board, a knowledge of library operations, principles, and trends, and the ability to develop a vision for the library and a plan to pursue it.

Muncie Public Library is comprised of four Library branches and employs approximately 60+ part-time and full-time employees.

Essential Functions and Responsibilities

*        Develops policy recommendations for Board consideration and then administers and implements policies adopted by the Board.

*        Administers Library business in compliance with Library Board policies, grant stipulations, Indiana Code Law, and Indiana State Library requirements.

*        Works effectively with state legislature, local units of government and Indiana Library Federation.

*        Ensures development of a strong, varied and relevant collection of library materials including technology.

*        Plans and prepares annual budget for the Library Board and reports to the Board regarding finances, administrative issues, staffing, and planning.

*        Determines effective utilization of staff resources through recruitment, training, management, and evaluation procedures; plans for future staffing needs.

*        Employs staff to carry out the mission of the library and establishes salaries and prescribes duties of employees.

*        Anticipates and projects financial needs of the library and develops budgetary and financial strategies.

*        Within budget approved by the board, incurs obligations as authorized by state law.

*        Provides up-to-date, efficient and well-maintained physical facilities.

*        Represents the library in the community and plays an active role in local organizations.

*        Maintains membership in appropriate professional library organizations; attends conferences, workshops and training relevant to responsibilities.

*        Represents the Library in to the media.


Requirements
Minimum qualifications include MLS, MIS, or MLIS from an ALA accredited program, Indiana Librarian certification or ability to obtain it within six months of start date. Ten years of library experience in a variety of departments and in positions of authority. Once hired, the Library Director must also meet the residency requirement of living in the Muncie Indiana/ Center Township Library district.
Compensation
The starting salary range is $80,000-$100,000 (dependent on experience and qualifications). Compensation also includes a competitive benefits package.
