REQUEST FOR PROPOSALS

 

PILOT FREIGHT CONCEPT DEVELOPMENT

 

 

The North Jersey Transportation Planning Authority, Inc. (NJTPA), the Metropolitan Planning Organization for the 13 counties in northern New Jersey, is announcing a Request for Proposals for consultant assistance for the development of a Freight Concept Development Program and preparation of two Freight Concept Development studies. This consultant activity will establish a process for advancing regional and local freight initiatives that have been identified through planning studies conducted by NJTPA subregions, planning partners and NJTPA Central Staff - consistent with federal guidelines and the Project Delivery Process implemented by the New Jersey Department of Transportation (NJDOT). Two pilot projects have been selected for this initial Program Development and Pilot Study Phase. The first Pilot Freight Concept Development Study will be the Dover and Rockaway Rail Realignment Project identified in the Morris County Freight Infrastructure and Land Use Analysis Subregional Study. The second Pilot Study will be the Phillipsburg South Main Street Bridge Clearance Project identified in the NJTPA Morris/Warren County Rail Corridor Study. Primary tasks to be performed by the consultant for each pilot study shall include, but are not limited to: data collection, community outreach, development of the purpose and need statement, development of alternatives, selection of preliminary preferred alternative and NEPA (National Environmental Policy Act) classification. The NJTPA invites all firms pre-qualified by the NJDOT with relevant experience in this area to submit proposals for this project.

Questions about the RFP must be placed in writing and emailed to Jakub Rowinski at [log in to unmask], with a copy to [log in to unmask]. Copies of these questions and any replies will be made available in the RFP area of the NJTPA Website. The deadline for inquiries is June 20, 2016.

 

A pre-proposal informational meeting, which is strongly recommended for all interested firms, will be held on June 8, 2016 at 2:00 PM at the NJTPA offices in Newark (One Newark Center, 17th floor, Newark NJ, 07102). Federal and state procurement regulations apply to this contract. If awarded, the successful firm awarded the contract shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.      

 

The deadline for proposals is: June 29, 2016 at 2:00 PM (ET).  Proposals received after this deadline will not be considered for review.
