DESCRIPTION

Administer Division’s Grant Process and Information

  • Serves as the Division’s Assistant Grants Administrator.
  • Responsible for implementing agency grants-related policies and procedures and administering grant activities across the division. Responsible for coordination of activities within the division with the Agency Grants Administrators to assure agency-wide consistency in grants administration support.
  • Promotes division ability to take advantage of grant opportunities. Coordinates opportunities across the division.
  • Administers and facilitates grant information flows within the division.
  • Responsible for division compliance with federal and state laws and policies related to grants. Assists with state and federal audits.
  • Provides assistance and recommendations to program managers in meeting federal, state and agency planning requirements including grant budget preparation and projections of work-year allocation. Assists program managers in the preparation, planning and development of the budget and program output commitments.
  • Preparation and administration of budgets and confidential personnel related information as related to grant administration duties.
  • This position will work directly with HSC’s Budget Director and the HSC’s Grant Administrator in the preparation and administration and monitoring of budgets pertaining to grant funding allocation.
  • This position will work directly with FBO-revenue and grants section in setting-up and monitoring all aspects of grants from the beginning to end, this will include but not limited to coordinator of the revenue agreement set-up form, cost-sheet and billing approvals, review of expenditures and invoices, coordination of grant  reports being completed and submitted on a timely basis, and  close-out.
  • This position will coordinate the HSC FATAA requirements by contacting FBO-revenue and grants section with the appropriate information to ensure all applicable contracts are recorded within the 30-days of execution.

 

Administer Division’s State and Federal Grant and Contract Information Systems

 

  • Serves  as a HSC Division’s Contact and Assistance for the Florida Accountability Contract Tracking System (FACTS) and the Federal Grants Tracking System      (FGTS).
  • Serves as a point of contact for HSC divisional staff for assistance in completing Routing forms, FACTS forms, Contract Templates, and Contract File Folder requirements (including cost analysis when applicable, risk analysis and monitoring plans).
  • Serves as a reviewer and router of HSC division’s contracts.  Serves as a Contract Manager for the HSC Division as necessary and will need to obtain the State of Florida Certified Contract Manager Certificate, upon the availability of the course.
  • Serves as a HSC Division’s Contact of the federal grant management systems:  Financial Business Management System (FBMS) and Wildlife TRACS. 
  • Provides assistance and coordination of information being loaded into TRACS with division grant programs to help streamline the process and provide feedback to USFWS.
  • Responsible for division compliance with federal and state laws and policies related  to these systems.  Makes policy and procedure recommendations to assure division compliance and accountability.

Cultivate Grant Sources

  • Develops and implement strategies for the systematic identification, cultivation, and solicitation of federal grant revenue and other potential funding sources. Brokers the connection between division program experts and grantors.
  • Develops an extensive portfolio of grant contracts within potential funding sources, with particular emphasis on federal agencies.
  • Works with division programs to build the agency’s reputation as a high quality grantee by assuming excellent, responsive agency performance on grants obtained.

 

Motivate Division Employees to Seek Grants

  • Develops and implements strategies to motivate employees to apply for grants
  • Assists and supports division employees throughout the grant process making it easy and rewarding for them to secure and implement grants. Coordinated preparation of manuals and support materials.
  • Proactively seeks to integrate agency-wide grants. Coordinates grant application process.
  • Reviews all aspects of the grants process. Confers with users to identify problem areas and potential solutions.
  • Recommends changes to streamline and improve processes
