Job Description Summary / TWC Summary |
Under general supervision, manages and directs the procurement processes for all library purchases of books, supplies, equipment, furniture, services and other materials. Monitors department budget expenditures and maintains department
budget and other statistical records. |
Essential Duties Summary |
Receives requests and prepares requisitions for books, supplies, equipment, furniture, services, and other materials for the library. Places orders with state approved vendors to obtain goods, services or products. Prepares requests
for bids, negotiates pricing agreements, and awards contracts to vendors for merchandise or services not under state contract. Maintains records on all orders and resolves discrepancies or disputes with vendors. Verifies vendor invoices and forwards invoices
to Accounts Payable for payment. Inputs ordered materials into OPAC, monitors the materials status and oversees the claiming of unreceived items. Records and monitors expenditures to budget
using the University’s on-line financial system. Works with the University’s Fiscal Office in validating the library’s financial records. Works cooperatively with University’s Fiscal Office and Library’s Technical Services Department so that materials are
received promptly and flow smoothly and rapidly through the system to the shelves. Serves as an expert user of the library online system, in order to serve patrons and train staff. Utilizes information (uses studies, ILL requests,
accreditation documents, feedback, etc.) in order to determine which subscriptions should be renewed or cancelled. Selects, trains, and supervises assigned support staff, including work allocation, problem resolution; performance evaluation, and makes recommendations
for personnel actions. Prepares weekly departmental statistical/financial/evaluative reports to library administration as scheduled or requested. Reviews gift materials to determine appropriateness for the collection. Ensures that written acknowledgments of
gifts are promptly dispatched. Researches ownership vs. access options, evaluates cost/benefit, and decides which option is appropriate for various materials needed by the library’s users. Performs other job-related duties as assigned. |

Education |
Master’s of Library Science degree from an ALA accredited library school or Juris Doctorate from an ABA accredited
law school. |

Knowledge, Skills, and Abilities |
Requires ability to use Innovative Interfaces and Banner or other automated acquisitions/serials systems. Also requires ability to use personal computers and Microsoft Office software such as Word, Excel, Power Point and Access. |
Work Experience |
Three to five years of relevant library experience in a law library or an academic library. Previous experience with legal materials, and supervisory experience highly desirable. |
Leadership/Supervisory Responsibilities |
Supervises a small department of 2-3 staff. Includes some human resources responsibilities. Confers with law library director or associate director about human resources and operational issues. |

Tasks are multiple and diverse with some interrelationship across processes. Handles some unrelated functions. Work requires the direct application of a variety of procedures, policies and/or precedents. Responsibility for budget
and expenditure procedure in accordance with all relevant legal and regulatory guidelines. |

Performs duties within scope of general University policies, procedures and objectives. Analyzes problems and performs needs assessments. Uses judgment in adapting broad guidelines to achieve desired result. Regular exercise of
independent judgment within accepted practices. Makes recommendations that affect policies, procedures and practices. Refers exceptions to policy and procedures to the law library director. |
Personal/Organizational Contacts |
Regular and substantial contact with others. Contacts usually involve discussions related to policies and programs and may include proposal or grant writing, negotiation with vendors, solicitation of financial donations for the
University, and the like. Handles sensitive, complex, and/or confidential information. |

Anticipates customer needs and regularly motivates or influences others to deliver customer service excellence. May troubleshoot highly sensitive or confidential issues. Personally ensures problem resolution. Identifies barriers

Working/Environmental Conditions |
Work is performed within routine office environment with no exposure to hazardous or unpleasant conditions. Physical demands are usually limited to sitting or standing in one location much of the time. Some stooping, lifting or
carrying objects of light weight may be required. |
