Description: The Moving Ahead for Progress in the 21st Century Act, more commonly known as MAP-21, recently hit its two year milestone since being enacted in October 2012.  The law contained an increased emphasis on freight transportation, including provisions related to freight performance measurement, truck parking, and commercial vehicle permits during national emergencies.  MAP-21 also included language guiding the establishment of a National Freight Network, the creation of a National Freight Strategic Plan, the identification of Projects of National and Regional Significance, the creation of State Freight Plans, and the establishment of State Freight Advisory Committees.  Significant progress towards the provisions in the law has been achieved, but considerable work still needs to be done to meet all of the freight requirements contained in the law.

This webinar will provide an overview of some of the MAP-21 freight provisions that have been enacted or are in the process of being enacted.  The webinar is intended to allow for active discussion between U.S. DOT and webinar participants on items related to the implementation of MAP-21 freight provisions.

Introduction to MAP-21 Freight Provisions
This presentation will provide an overview of the MAP-21 freight provisions and the items that will be discussed during the webinar.

National Freight Policy Provisions - Strategic Plan, Conditions and Performance Report, and Advisory Committee Update
This presentation will focus on the national freight policy-related requirements, including the National Freight Strategic Plan, the Conditions and Performance Report, and the National Freight Advisory Committee, that are being implemented under the leadership of the U.S. DOT Office of the Secretary.

FHWA-Led MAP-21 Freight Provisions Implementation Status Update
This presentation will discuss the current implementation status for various FHWA-led MAP-21 initiatives.  The freight provisions that will be discussed include:

*         Freight performance measures

*         National Freight Network and Primary Freight Network

*         Jason's Law Truck Parking Study

*         Comprehensive Truck Size and Weight Limits Study

*         Projects of National and Regional Significance

*         State freight plans

*         State freight advisory committees

*         Increased federal share match for freight projects

*         Special commercial vehicle permits during national emergencies

*         Compilation of existing state truck size and weight limits laws

*         Ed Strocko and various staff to be determined, FHWA Office of Freight Management and Operations
