The West Virginia Library Commission<http://www.librarycommission.wv.gov/Pages/default.aspx>, the state library development agency headquartered in hip and historic Charleston<http://www.charlestonwv.com/> is seeking to fill vacancies in its Library Development Division:

Librarian 1 – State Library Services Unit.
Librarian 2 – Development Unit.

Salaries vary from: $29,400 to $54,396 annually

LIBRARIAN 1 – Under the supervision of the State Library Services Manager, provides quick reference and reader's advisory assistance. Provides advanced copy cataloging and original cataloging services and authority control services.  Develops and delivers one-on-one and group training on information literacy, digital literacy, database instruction for library patrons and staff; provides programming for adults. Develops and delivers one-on-one and group training on aspects of cataloging library materials. May supervise the work of support staff.  MINIMUM QUALIFICATIONS: Master's degree in library science from a program accredited by the American Library Association (ALA) and physical ability to perform the essential functions of the job with or without reasonable accommodation. PREFERRED QUALIFICATIONS: A minimum of one year work experience with cataloging in an online catalog environment using a bibliographic utility, experience with an integrated library automation system, and experience using OCLC cataloging products, OR one year work experience with providing electronic resource instruction to a wide range of users. LIBRARIAN 2 - Under the supervision of the Library Development Director, this Librarian 2 position serves as the Program and Planning Consultant and is responsible for identifying trends and needs in West Virginia libraries through the collection and analysis of library data and, based on this analysis, for developing statewide programs that promote improvement in library services to better serve the people of West Virginia. Examples of duties include: Design, implement and monitor agency activities that annually collect, publish and analyze general, service, and financial data from West Virginia's academic, public, and special libraries; Advise and train statewide library staff on data collection and reporting techniques; Serve as the State Data Coordinator and completes and files statistical reports required of the Library Commission by state and federal agencies; Maintains current and historical agency statistics; Analyzes statistical data collected for implications for library service and funding needs in the state; Prepare customized statistical requests requested by agency staff, the statewide library community, and others;  Plan and implement programs that enhance all levels of staff development in the state's public libraries, assist libraries with strategic planning, and improve library services. MINIMUM QUALIFICATIONS: Master’s degree from an ALA-accredited Library/Information Science program or international equivalent, demonstrated knowledge of data collection and analysis techniques, a minimum of two years professional experience in a large to medium public library or state library agency, knowledge of the principles and methods of planning and implementing programs, demonstrated ability with Microsoft Word and Excel software programs, ability to interpret and apply laws, regulations and policies affecting program operations, ability to analyze regional, community and statewide needs to make recommendations for new or revised programs, ability to communicate complex information to non-specialists and to conduct a formal presentation, ability to work in a highly collaborative environment with flexibility, yet also be able to work with a degree of independence and self-direction.
