The question I tried to ask is whether any online,open access social science journals exist which do not publish as issues volumes but instead when material submitted to the journal is "good enough". If the question is "are there open access social science journals," the answer is decidedly Yes, and the place to start exploring is the Directory of Open Access Journals, http://www.doaj.org/ (There are over 300 in the social sciences and hundreds in subsets, including 133 in LIS.)
