POSITION: MANAGER-PUBLIC SERVICES/CENTRAL – (1 Opening) Annual Salary: $50,172.93 - $81,016.00

ESSENTIAL JOB FUNCTIONS: Works under the supervision of the Deputy Director of Libraries to provide
administrative control and support for the public service departments and functions in the Central Library. Implements
and oversees new services to meet the needs of customers. Develops standard operating procedures and provides written
policies to ensure effective and efficient delivery of services is met. Develops innovations, concepts and techniques
to improve the quality, productivity and variety of library services. Performs research and designs measurement tools
to improve customer services. Conducts user studies to determine the efficiency of library services versus customer
demand. Provides oversight to the development of departmental goals and objectives. Manages the Central Library
in terms of overall performance, agency service patterns, work output, and system efficiency. Supervises employee
development to facilitate their growth, enrichment, performance, as well as department productivity. Administers or
makes recommendations on personnel matters affecting subordinates, including interviewing and hiring applicants,
assigning, scheduling, appraising, disciplining, etc. Prepares, creates and submits various reports and records as required.
Collaborates in partnership with the Friends of the Library, the Library Foundation and other community groups to
collect demographic information to enhance community engagement. Participates in professional and community
organizations to market library services and benchmark information related to future service improvements. Visits and
attends various library and other locations around the City for meetings, workshops, and training seminars.
OTHER FUNCTIONS:
1. Participates on or chairs library or other City or community committees, as assigned.
2. Performs additional functions (essential or otherwise) which may be assigned.
TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly, both verbally and in writing. Must be able
to operate computer and all basic office equipment. Requires stooping, bending, stretching, pushing, and lifting cartloads
of library reference materials up to 40 lbs. Requires ability to operate automobile to attend offsite events.
TYPICAL WORKING CONDITIONS: Work is performed in a library environment. Frequently travel to various
library locations throughout the City to attend meetings, workshops, and other trainings seminars. Out of town travel for
professional conferences, trainings, and other meetings as approved. Some evening, weekend, or holiday work may be
required.
MINIMUM QUALIFICATIONS: Master’s degree in Library Science from an ALA accredited library school or a
master’s degree in Business Administration, Public Administration or related field and six (6) years’ experience in library
operations with four (4) of the six (6) years in a managerial or supervisory capacity; or any combination of experience or
training which enables one to perform the essential job functions. Must have valid driver’s license. Experience in a large
public library agency preferred. (PROOF OF EDUCATION REQUIRED)

Position: Electronic Resources Specialist

The University of Tennessee Libraries’ invites applications for the position of Electronic Resources Specialist. This position provides leadership for the process of investigating, negotiating, and licensing electronic resources in a team environment where the life cycle of electronic resources is managed. The Electronic Resources Specialist supervises one FTE staff position and reports to the Head of Electronic Resources and Serials Management. Responsibilities include investigating and comparing vendor products and offers, establishing and maintaining effective vendor relations, negotiating and documenting license terms and pricing, and collaborating in the management of the Serials Solutions electronic resources management system.

Working closely with the Associate Dean for Collections, Head of Electronic Resources & Serials Management, Head of Research Collections, and Electronic Resources Coordinator, this position contributes to the success of electronic resources and serials collections acquisition and management.

In consultation with the University of Tennessee’s Director of Contracts Administration, Purchasing Director, General Counsel, and the University of Tennessee, Knoxville’s Office of Vice Chancellor for Budget & Finance, this position negotiates and reviews digital resource licenses and user agreements to ensure their compliance with established standards, requirements, best practices, and copyright guidelines to ensure the broadest educational use.
