Gretchen,

My only real experience is with Uniprint, but it too uses locally defined 
queues (a custom port processor, but similar in concept to the Standard TCP/IP 
port processor).

But it does have a service that creates a queue creation, configuration, and 
driver installation package that will self update.  You install the drivers, 
define and customize the queue on the server, and then package those settings. 
  You deploy the package using your normal software management solution (eg. 
SCCM, batch scripts, minions with USB keys) and the definitions will check in 
periodically and self-update when you publish changes to the packages.

Might get you where you want to be.
