If you look at the source data, they are referring to undergraduate degrees. The total number of respondents in the LIS category is fewer than 10,000.
It's also not clear whether they mean that they are unemployed and looking for work, voluntarily unemployed (e.g., stay-at-home parent), or employed in some field other than LIS.
