This week FHWA’s Office of Freight Management and Operation and their program manager, American Transportation Research Institute, released an updated Freight Performance Measure Report on congestion monitoring at freight-significant highway locations.  The data show congestion increased at 61 percent of the 100 identified freight significant locations from 2009 to 2010.   This year the analysis was expanded to 250 locations.
