Susan,
In Oklahoma most all of the travel of our county agents is paid directly by their County.  We do require the county-paid travel claims to abide by our university's P&P, unless the County's is more restrictive (for example, some of the Counties only reimburse actual meals up to the per diem amount & require receipts, rather than just reimburse the flat per diem rate). The University rules abide by our Office of State Finance regulations for travel and the Counties do/are supposed to too, so we pretty much follow the same set of rules.  However, some of the Counties/County Clerks do not seem as informed about all the regulations (can I put that in all caps!?!), and since it is university extension personnel doing the traveling my office audits all of those county-paid travel claims after the fact.  Any mistakes, overages, underages are taken care of on subsequent travel claims.
