In PA.  we have our 2009 rail plan in place and on our web site.  We also have a PA Rail Benefits Estimator that will be used this year to assist in internal project cost benefit analysis.  This not available outside of our bureau.  We have also created draft regulations and policy.  The policy is available on our web site. Regulations are in the approval process and not available for distribution.  I hope this helpful.
