BRANCH MANAGER

Spencer Road Branch Library

 

 The St. Charles City – County Library District seeks a dynamic, energetic and innovative full time manager for its Spencer Road Branch location. With a budget of approximately $2 million and a staff of 25.872 FTE, the Spencer Road Branch, one of three regional branch libraries in the District, circulated approximately 744,000 items and had approximately 355,000 customer visits in FY 10. In addition to Children’s, Teen and general services, the Spencer Road Branch offers specialized district - wide resources and services through its Business/Public Management and Nonprofit Information Resource Managers. The District is currently engaged in a construction project which will replace the existing 22,500 sq. ft. building with a new 54,701 sq. ft. facility.

 

The St. Charles City – County Library District, which serves an estimated population of 360,000 through 12 locations, is located in St. Charles County, Missouri, a growing suburban community located on the western side of the St. Louis metropolitan area. Good schools, solid educational and recreational amenities and a low cost of living make St. Charles County an attractive place to live. With an operating budget of $16.2 million, the Library District had over 2.1 million customer visits and loaned approximately 7.5 million items during FY 10. The District has a dynamic, progressive presence within the community and, with a strong commitment toward information resources development, provides an array of programs and unique information services to the community. The District actively seeks out strategic partnerships for the purpose of enhancing the delivery of library services. For 10 consecutive years, the St. Charles City-County Library District has been ranked by Thomas J. Hennens American Public Library Ratings (HAPLR) as one the top 10 libraries in the United States serving populations of 250,000 to 499,999.

 

The Spencer Road branch manager will be responsible for oversight of the daily operations of the branch including staffing, customer service issues, branch programs, collection management, budget preparation, community liaison, and facility maintenance. Other duties include direct public service responsibilities in general reference or children’s, responding to customer inquiries in person, by telephone and by email, using general reference collections and electronic resource products. The work schedule will include days, evenings and weekends. Coordination and strategic planning of Children’s, Teen, and general services, as well as, oversight of district level managers in Business/Public Management and Nonprofit services represent important components in the successful candidate’s ongoing responsibilities. 

 

Additional responsibilities unique to this position will include close participation with the building program team in the continued planning and policy development processes associated with the current construction and eventual move to the new facility. Due to the increase in meeting room facilities in the new building, the branch manager will be expected to oversee the use of the new facilities for an increased number and variety of programs, both by the District and by outside organizations. In conjunction with this, the Community Council of St. Charles County, a strategic partner with the District, will host the Community Commons area of the new Spencer Road Branch. Fostering the continuing collaborative relationship with the Community Council, developing and maintaining a smooth integration between organizational interfaces, as well as, the ability to explore new and innovative approaches to the cooperative delivery of services will be paramount to successfully fulfill this portion of the position.

 

Minimum requirements include an accredited Masters in Library Science and at least six (6) years progressively responsible public library experience with a minimum of three (3) years of experience in a management capacity. Essential attributes and skills include: excellent communication, customer service and organizational skills; creativity, energy and enthusiasm; a strong commitment to participatory management; working in open and transparent organizations; demonstrated success in effectively promoting library services to the community; collaborative and consensus-building skills; political acumen; experience in providing sound fiscal planning and management; and a thorough knowledge of current trends and leading practices for library service. Experience working in a culture of learning and inquiry coupled with demonstrated experience working with local governments, demonstrated experience developing and working with strategic partners, experience with program management, project management and process analysis are highly desirable. Advanced course work (MPA, MBA, etc.) is also desirable.

 

Excellent benefits and salary:

 

Regional Branch Manager $63,588.00 to $77,364.00 for MLS; and $71,520 to $86,988.00 for second masters.

Minimum Qualifications:

Excellent knowledge of Linux administration, including installing applications and dependencies, managing user accounts, and troubleshooting.

Proficiency with database administration (MySQL preferred).
Ability to create and modify applications in a server-side scripting language. PHP required, and Python desirable.
Web development experience in HTML & CSS.
Basic proficiency in Photoshop or other graphics editing program.
Experience with Apache configuration.
Knowledge of system administration security practices.
Experience providing web access for mobile devices.
Experience in Java web application, web services development, XML/XSLT/XPATH and JavaScript.

Working Conditions:
The incumbent generally performs job duties in a normal business office environment. This involves working while sitting at a desk for extended periods of time. The job also includes significant event planning and execution, which requires a significant level of physical activity, including standing, walking, and occasionally lifting office supply items that may weigh up to 20 pounds. Additionally, the incumbent may be required to attend meetings in other offices, or deliver and/or retrieve information from other offices around campus.

The ability to operate basic office equipment such as personal computers, duplicating machines, fax machines and standard office telephones may also be required.

Job Duties

Function:

Installs, configures, and maintains a variety of web applications, including wikis, the Plone content management system, intranet, and authentication servers.

Supports custom applications (such as a room reservation system), and specialized library applications (such as web publishing of archival collections).

Troubleshoots software using web and print documentation.

Evaluates and recommends software based on library requirements.

Maintains operating systems for web applications, and administers user accounts.

Determines system requirements for web applications.

Thoroughly tests new applications, and migrates and upgrades applications as needed. Occasionally updates web content.

Researches and gains proficiency in new applications (especially open source) independently.

Completes projects on a schedule and balance multiple projects. Communicates effectively and produce clear documentation for projects.

Successfully collaborates with a diverse team of technical and functional experts.

Works with library units and appropriate University departments and leads committees that provide support for development and maintenance of the George Washington University Libraries website and web presence.

Performs other work-related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
