Here, everyone is a power user, and for those that have requested (& been approved, I think they now vet such requests), we make a local admin-level account they can log into for software installs & such.  There have been a couple of people that then make their daily account an admin, so you may want to make a policy statement on how such cases will be dealt with.

Be aware, though, that even with NOT being Administrators, you will still have users that can completely trash their machines with malware, viruses, et al.  It's amazingly scary, I tell you, the ingenuity & abilities-far-beyond-normal-users that some people have!
