In review, I now see that the problem is clients eating your IPs. Could be iPhones as Mr. Rasmussen suggested. But also could be PCs or Macs in the library or in a building very near to it. To get a handle on that, if you can see the MAC addresses of the clients on your DHCP server, you may be able to determine what kind of devices they are here: http://www.curreedy.com/stu/nic/.
