POSITION:                ASSISTANT STATE LIBRARIAN

                                    AND ARCHIVIST FOR ADMINISTRATION

 

LOCATION:              Tennessee State Library and Archives

 

DUTIES AND RESPONSIBILITIES:  This position assists the State Librarian and Archivist in the formulation of the policies and procedures for the State Library and Archives as related to the administrative function; oversees the daily operations of the State Library and Archives;  monitors compliance of federal and state regulations as they pertain to the operation of the State Library and Archives; represents the State Librarian and Archivist on boards, commissions, and committees as requested or in the absence of the State Librarian and Archivist;  coordinates the automation efforts within the agency. Responsible for the general administrative functions of the State Library and Archives.  Purchasing – reviews and evaluates purchase requests for equipment, supplies, and materials as submitted by the divisions of the State Library and Archives. Personnel – Assesses the personnel needs and requirements for required staffing of each division of the State Library and Archives; interviews applicants and makes recommendations to the State Librarian and Archivist; recommends personnel actions; assists in the formulation of work schedules of employees on non-routine State work hours; approves requests for leave and other personnel requests as directed by the State Librarian and Archivist; and monitors leave balances of staff. Budget/Accounting – Responsible for the preparation of budgets for the State Library and Archives; reviews payment of expenditures incurred by the agency; reviews requests for travel and travel expense claims of employees of the State Library; and monitors accounting reports. Represents the State Librarian and Archivist at designated meetings. Reviews current and proposed legislation and makes recommendations concerning the impact on the State Library and Archives. Assists in preparing for meetings of the State Library and Archives Management Board and other boards, commissions, and committees. Plans and prepares requests for travel and training. Prepares, in cooperation with the Information Systems staff, the Information Systems Plan for the State Library and Archives.  Prepares long-range plans for the activities of the State Library and Archives.

 

QUALIFICATIONS: Education - Master’s degree in Library or Information Science from a program accredited by the American Library Association; or Master’s degree in history or related field.  Experience equivalent to seven years of progressively responsible work in library and archives programs, of which at least five years must have been in a supervisory or administrative capacity. Experience and demonstrated ability in management, supervision, budgeting, and planning of library and archives activities; strong skills and experience in use of computer technology including familiarity with OCLC and integrated library systems; excellent speaking and writing skills.  Ability and willingness to travel frequently and independently. Promote and maintain cooperative relations with all segments of government, library, archival, other professional organizations, and among the staff of the State Library and Archives. Preferred qualifications: The ideal candidate should be able to assume leadership of the Tennessee State Library and Archives.

 

SALARY RANGE: starting $80,000 commensurate with experience
