Environmental and Energy Informatics Specialist

 

Major Duties/Responsibilities

The successful candidate will be involved in a range of technical
projects to improve the availability and usability of data for renewable
electric energy generation.  Relevant data includes environmental and
ecological data associated with production and transmission facilities,
renewable energy resource maps, potential changes in renewable resources
due to climate change, and potential energy demand changes.  Relevant
renewable energy sources include wind, solar, water, hydro, geothermal,
and marine.  The successful candidate will need to interact with a range
of researcher, data generators, and data users across divisions, and
various stakeholder communities in renewable energy.  The successful
candidate will need to be able to identify opportunities where
informatics improvements will add value to the renewable energy
enterprise, develop collaborations needed to achieve that value, solicit
support for such projects, and lead the implementation projects.  As
this is a developing area, a significant amount of hands-on informatics
technical execution will be required in the early stages of the
development of this position.

 

Qualifications Required

* A bachelor's degree in a science, engineering, or technical area is
required. A master's degree is preferred, while a doctoral degree is
particularly preferred.   Bachelor's level candidates must have a
minimum of 10 years of relevant post-graduate experience, and master's
level candidates must have a minimum of 5 years of relevant
post-graduate experience.
* Position requires excellent written and verbal communications in
English, including the ability to do planned and impromptu
presentations.
* Candidates must have a strong background in the use and analysis of
scientific and/or engineering data.  A background including statistical
data analysis, data assimilation, data visualization, or numerical
simulation is highly desired.
* Demonstrated experience, education, and training in one or more
electrical energy systems, preferably renewable energy sources (hydro,
wind, solar, marine, geothermal), in business development, including a
basic understanding of finance, in environmental and ecological risk
assessment (especially related to renewable energy systems), and in
information systems design and development is highly desired.
* Proven expertise in one or more of the following areas is desired: web
site development, configuration of open source CMS packages (e.g Drupal,
Plone), scripting using PHP or Python, common data analysis packages
(e.g. Matlab, R, S-Plus), ecologically relevant metadata preparation
(e.g. FGDC Bio, Dublin Core, ISO 19115), data manipulation SQL in a
common database package (MySQL, SQL*Server, PostgreSQL), Geospatial
Information Systems, use of remote sensing (satellite) data.

Candidates should be able to establish working relationships with a
broad range of technical specialties and with limited interactions or
prior introductions to sponsors, team members, and potential
collaborators.  The successful candidate must be able to think both
strategically and tactically, to sort out competing priorities, and to
focus on the best combination of short- and long-term benefits.  The
position requires the ability to extract system requirements from
interviews with people and from written materials (such as literature
articles). The candidate must be able to write successful grant
proposals, be willing to travel, up to 30%, with 1 trip/month (on
average) likely, be able to communicate requirements to software
developers, and be able to negotiate for resources not under personal
direct control (i.e., be effective in a matrixed environment).
Possessing the ability to effectively facilitate a meeting with
disparate stakeholders is highly desired.  The candidate must
demonstrate leadership qualities in persuasion and influence with
potential sponsors to develop and to grow lines of research and
business.

Security clearance is not required, although the ability to obtain
security clearance is desired.
