Duties:
Under the general direction of
the Access Services Department Head,
provide leadership
and management of all functions of interlibrary
services: ILL and ESP services, including but not limited to borrowing
and lending functions of interlibrary and document
delivery services
within the University of Hawaii
System, with other institutions,
including U.S.
consortia, and international institutions. Serve as the
Assistant Head of the Access Services department. If called upon to
serve as Acting Head, participate as a member of the
Library
Departmental Council and the Public Services
Division Department Heads
Group. Coordinate, direct,
review, and/or monitor the work of civil
service and/or
Administrative/Professional/Technical (APT) personnel
and/or student assistants; review and/or perform annual performance
evaluations. Maintain procedures manuals for staff
training. Analyze
complex reports and data to assess
borrowing, lending and document
delivery activities and
programs and for submission of statistics to
system and
national data compilations. Conduct cost studies and workload
analyses. Prepare cost estimates and budgets for student employee
allocations, manage funds in coordination with Fiscal
office. Utilize
circulation and interlibrary loan client
programs, document delivery and
other online services
including standard library databases for
information
research. Plan, coordinate, develop, interpret, and
implement policies and procedures pertaining to interlibrary loan and
document delivery services. Work with other libraries in
the UH system
to determine system-wide policies and
procedures. Evaluate and implement
new services and
technologies. Write unit reports, contribute to
departmental strategic plans. Collaborate with faculty members and staff
within and external to the UH System in consortial
borrowing and lending
programs. Maintain current
knowledge of copyright law as it applies to
library
resources; insure that unit activities are in compliance with
current copyright practices. Represent the Library in local, state, and
national groups related to ILL and document delivery
services.
Collaborate with faculty members, professional
and civil service staff
and student assistants to
maintain and enhance ILL services which meet
Library,
campus and UH system goals and objectives.
Minimum qualifications: Librarian II: ALA accredited MLS or
international equivalent. Librarian III: In addition to
the MLS, at
least three years of experience in
management of access services,
primarily interlibrary
loan and document delivery functions. Twenty-four
post
baccalaureate credits of academic study
Desirable qualifications:
Strong
customer service orientation. Considerable working knowledge of
principles, practices and techniques in the areas of automated library
systems, document delivery and interlibrary loan in an
academic
environment: Experience in interlibrary loan
and document delivery
operations. Demonstrated mastery
of technical skills and knowledge of
technologies for
document requesting and delivery. Experience with
ARIEL,
ILLiad, and/or RAPID electronic interlibrary loan systems.
Experience working with an automated circulation system, preferably
Voyager. Knowledge of copyright law as it applies to
library resources.
Experience with consortial borrowing
and lending programs. Demonstrated
ability to establish
and maintain effective working relationships with
internal and external organizations, groups, team leaders and members,
and individuals. Demonstrated ability to lead, train and
communicate
with subordinates, manage work priorities
and projects, and manage
employee relations. Experience
with evaluation and assessment of
services and programs.
Demonstrated knowledge in planning, developing
and
implementing policies, procedures, and services pertaining to ILL
and/or document delivery services. Experience with
billing, receiving
payments, and maintaining financial
records. Experience with and/or
interest in developing
digital applications to serve users. Ability to
communicate logically, clearly and effectively in oral and written form.
Ability to work independently, take initiative, be
flexible and
dependable. Ability to develop and maintain
effective working
relationships with faculty, students,
and staff.
