JOB ANNOUNCEMENT POSITION: Regional Library Director LOCATION: Tennessee State Library and Archives Clinch Powell Regional Library Clinton, Tennessee Duties and Responsibilities: Initiates and coordinates public library development within a six-county region in East Tennessee, including Anderson County, Campbell County, Claiborne County, Morgan County, Scott County, and Union County. Provides advice and guidance to public library directors in all areas of library management; maintains and shares awareness of public library practices, principles and trends including technology, legal and ethics issues, and resource sharing. Directs and evaluates the work of regional library staff providing services to local libraries. Assists local library boards in policy development and planning; works with local government officials and library support groups providing advocacy and awareness; assists local library directors and staff by providing training, assistance and advice in areas including technology, collection development, supervision, service improvements, data collection, and and statistical analysis; oversees outreach deposit collections. Manages state and federal dollars, approving all expenditures using mandated guidelines. Works in association with eleven other regional directors across the state; reports to the Assistant State Librarian for Planning and Development and is advised by a Regional Library Board of Trustees. Education and Experience: Possesses a Masters Degree in Library Science or Information Science from an ALA accredited college or university; has at least five years of full-time professional library work of which at least two years must have been in a responsible supervisory or administrative capacity; has thorough knowledge of current public library practices and trends, including modern library building design and equipment and modern library technology. Has considerable knowledge of modern office practices, procedures, and equipment; has working knowledge of e-rate, the internet, and online library management systems; understands the requirements of adult education and has the ability to plan and present effective library in- service training and continuing education programs. Other Qualifications: Must be willing to work a flexible schedule and travel independently throughout the region and the state with occasional overnight travel; must have a valid Tennessee driver*s license. Communicates effectively with public officials, library trustees, librarians, representatives of other state departments, and colleagues.
