Who: Presenters:
Federico Schaffler has a PhD in Public Policy from the Tecnologico of Monterrey, and
due to his writing career in 2011 he was designated Emeritus Creator of the Mexican
State of Tamaulipas. He has been a journalist, editor, public servant, university
professor, literary workshop director, and advisor to Mayors and Legislators. He
worked with Mexican Custom Brokers for 16 years, his last stint as Director of the
Interamerican Institute of Customs and Borders in Mexico City. Between 2011 and
2014 he was a member of the organizing committees of the International Customs
Law Academy conferences in Cancun, Buenos Aires, Brussels and New York. He was
Co-leader of the “Region Laredo” Long-Term Vision Plan (2008-09) and leader of its
2016 update. Since 2015 he has been the Director of the Texas Center for Border
Economic and Enterprise Development, of the A.R. Sanchez Jr School of Business, at
Texas A&M International University, in Laredo, Texas.
Leo Lozano is the Data Analyst for the Texas Center for Border Economic and
Enterprise Development at Texas A&M International University in Laredo, Texas. Mr.
Lozano has been with the center since 2000 and currently oversees the center’s data
acquisition and data entry from primary and secondary sources, he is also in charge of
the center’s IT resources including database administration and maintenance, website
and data application design and development.
