Is there a set of guidelines for determining/deciding residency? I'd like to have
some understanding of what we are there bling about to make these
determinations.

Herb,
Basically, students under the age of 24, unless married, in the military, have
children, or are graduate students are considered dependent students and parents
must be legally and primarily domiciled in the state of Tennessee for reasons other
than gaining in state classification for a student. Property ownership by parents in
the state does not provide in state classification if it is not primary domicile of
parents. Student’s over the age of 24 or otherwise considered independent
students must show that the reason for moving to Tennessee is not for educational
purposes. This is difficult to do it the student applies to the University prior to
moving and begins to attend the University within a short period of time. Intent to
remain in the state after attending the University does not provided the
documentable proof required by state auditors to show move to Tennessee is
incidental to educational purposes.
