Marshall:
The Arizona Department of Transportation completed a Multimodal Freight Analysis Study in 2009. The study reports can be accessed at: http://mpd.azdot.gov/mpd/systems_planning/freightstudy.asp. In particular, Technical Memorandum 3 includes recommendations for policies and performance measures relevant to freight.
ADOT is presently updating its statewide long-range transportation plan -- What Moves You Arizona (http://www.whatmovesyouarizona.gov/). As part of this process, goals and objectives, qualitative performance measures, and a quantitative assessment were developed. These materials are attached.
