I have received a reply from Facilities: "normal power will still be 
available at the Bldg. The only equipment that will experience a power 
loss is the equipment tied to the emergency switchboard."

Power to offices and desktops should not be impacted, however, some HVAC 
equipment in the building may be affected along with emergency lights 
which may switch on/off during the test.
