Dr. Mihai Coman is the dean of the School of Journalism and Mass 
Communications, University of Bucharest, Romania.   He will speak about the 
state of journalism in present day Romania


César Montúfar
“The Radical Populist Movements That Have Emerged in Latin America:  Hugo 
Chávez, Rafael Correa, and Evo Morales.”  
April 15, 7pm
Toyota Auditorium

Dr. Montúfar will discuss the dominance of left wing populist governments in 
the Andes, their socialist ideology, their constitutional model, their economic 
model, and their perspective of creating a new international order with links 
with such countries as Russia, China, and Iran.  Moreover, he will analyze the 
similarities and differences between Chávez, Correa, and Morales, and will 
depict the common project of constructing a participatory democracy for the 
Andes. 


Tammy Taylor
Office of Science and Technology Policy:  Understanding Nuclear Detonation 
Response Preparedness
April 19, 7:00 P.M.

Dr. Tammy Taylor supports the Executive Office of the President’s Office of 
Science and Technology Policy (OSTP) as a Senior Policy Analyst. Using the 
example of nuclear detonation response preparedness, Taylor will discuss the 
mission and goals of the Office of Science and Technology Policy (OSTP) at 
the Executive Office of the President and provide information on how the 
office accomplishes its mission though various interagency coordination. 


 Peter Vasilievich Zarubin 
“Inside Realities of the Cold War USSR vs USA “Star Wars” Laser Weapon 
Race: a Story that Now Can be told.”

Winner, Soviet State Prize for Science and Technology in 1980 & Russian 
Government Prize for Science and Technology in 2002 
Current Scientific Adviser to the Director, Russian High-Energy Laser Design 
Bureau “Granat”
Former Technical Director, Laser Systems Chief Directorate of the Soviet 
Ministry of Defense Industry

Zarubin will discuss historical aspects and recently declassified information of 
the laser race, and the roles and actions of scientists, politicians, government 
officials and the military who participated in Soviet High Energy Laser Research 
and Development programs from 1963 – 1980.
