Election Reform and Voting Rights 

March 5, 2010

Toyota Auditorium, Howard Baker Jr. Center for Public Policy
9:00 a.m. – 4:00 p.m.

The Howard H. Baker Jr. Center for Public Policy, the College of Law, the 
Department of Political Science and the American Studies Program at the 
University of Tennessee are sponsoring a one-day conference on election 
reform and voting rights in the United States.  In 2009, the Baker Center 
sponsored the Tent City Celebration & Voting Rights Symposium, a two-day 
event celebrating the 50th anniversary of the first voting rights protest in the 
rural American South.  The 2010 conference focuses on recent innovations 
designed to improve voting in election administration at the national, state, 
and local levels, the current status of voting rights law, and the importance of 
the on-going 2010 Census on American politics and government. 
 
Ms. Edye Ellis, the former broadcast news anchor for WBIR-TV Channel 10 and 
distinguished Knoxville community leader will moderate the program.  Featured 
on the program are Dr. Robert Stein of the Department of Political Science at 
Rice University, Greg Mackay the Knox County Administrator of Elections, Dr. 
Otis Stephens of the University of Tennessee College of Law, Dr. John Scheb 
of the Department of Political Science, the Honorable Joe Armstrong of the 
Tennessee House of Representatives, and Dr. Roderick J. Harrison of the Joint 
Center for Political and Economic Studies in Washington, D.C.  Dr. Amy Gibson, 
Dr. David Folz, and Dr. Michael Fitzgerald will discuss Baker Center research on 
election administration and reform.

Registration 
Registration for the program is required, due to limited seating. The deadline to 
register for the program and lunch is Monday, March 1, or until full. To register

Luncheon
Participants must make a reservation for lunch. There is a $15.00 charge for 
participants that choose to have lunch and this is payable (cash or check) at 
the luncheon at Baker Center Toyota Auditorium.
