funded health care systems. Formed in 1994 in a unique collaboration with the
Maryland Medicaid program, Hilltop has grown to address issues that touch
upon not only Medicaid, but also other publicly administered programs such as
aging services, public health, Medicare, behavioral health, oral health, state
coverage initiatives, and federally funded AIDS initiatives. Hilltop's
interdisciplinary team of professionals includes clinicians, economists,

This position is in Hilltop's Long-Term Supports and Services Unit, which is
experiencing growth in both its client base and project portfolio. Hilltop works
with the Maryland Department of Health and Mental Hygiene to develop new
Medicaid long-term care delivery and financing models for people with chronic
conditions and disabilities, and has been assisting the state with
implementation of its federally sponsored Money Follows the Person program.
In New Mexico, Hilltop helped develop and implement a new Medicaid
coordinated long-term services program that encourages community living for
persons who might otherwise be in nursing homes, as well as a self-
directed "Cash & Counseling" waiver program called Mi Via. Hilltop is assisting
Rhode Island with resource mapping and budget forecasting aimed at
transforming Rhode Island's community-based long-term supports and services
system. Hilltop is also evaluating New Jersey's Long-Term Care Systems
Transformation Grant funded by the Centers for Medicare and Medicaid
Services and its Community Living Program funded by the U.S. Administration
on Aging. Hilltop has a particular interest in persons who are dually eligible for
Medicare and Medicaid and how coverage under both of these insurance
programs impacts utilization, service delivery, and costs.
Responsibilities: The incumbent will be responsible for carrying out research
and policy analysis related to long-term supports and services for older adults
and adults with disabilities. Specific duties include: working in cross-functional
teams comprised of researchers, analysts, and programmers; conducting
qualitative and quantitative research on long-term supports and services,
including literature reviews, internet research, primary data collection, data
analysis, and preparation of analytical reports; working with clients to identify
emerging policy issues in long-term care for vulnerable populations, conducting
objective policy analysis, and formulating policy options; working with
Maryland and other states to reform the long-term care system through
research, policy analysis, program development and implementation, and
evaluation; assisting states in developing innovative Medicaid waiver programs
for home and community-based services and managed long-term ca re;
communicating research findings through reports, issue briefs, and
presentations to professional audiences; and performing other duties as
assigned.
Minimum Qualifications: A bachelor's degree (master's degree preferred) in
public policy, economics, public health, or a related field and at least two
years experience in health services research, quantitative analysis, and/or
policy analysis. Must be proficient with Microsoft Word, Excel, and PowerPoint
and have strong analytical and effective communications (both verbal and
written) skills.
Desired Qualifications: Working knowledge of publicly funded health programs
such as Medicare and Medicaid; experience with quantitative analysis of large
data sets; the ability to work independently and as a team member; and SAS
or SPSS programming experience helpful but not required.
Salary is commensurate with qualifications and experience. Position is full-time
and includes the University's full benefits package. This position is grant-
funded, wherein employment is contingent upon the renewal of Hilltop's grant
support and carries no layoff or reinstatement rights.
