Electronic Resources Librarian - Health Sciences --  Delaware Academy of
Medicine -- Delaware
 

The Delaware Academy of Medicine invites applications from dynamic,
innovative individuals for the role of managing institutional member
operations of DelMIRA, the Delaware Medical Information Resource Alliance.
 Recently, DelMIRA was formed to address statewide disparities in access to
clinical information and health data, via state funding. The incumbent will
assume the lead role in coordinating statewide selection of medical and
health data electronic resources across eight acute healthcare
institutions (with over 2,000 licensed beds and about 10,000 employees) in
Phase 1 and additional beds and employees residing in non-acute facilities
in Phase 2.   Phase 1 institutions include AI Dupont Hospital for
Children, St Francis Hospital, Bayhealth, Beebe Medical Center, Nanticoke
Hospital, Delaware Psychiatric Center and the Delaware Division of Public
Health.  
Specific duties include consulting with institutional member
representatives to develop effective clinical information resources and
technology strategies that support end-user information delivery.  
Chairing the governance and co-chairing (along with the Academy's IT
director) the information technology DelMIRA subcommittees. These
committees will be largely responsible for the Alliance's policies and
decision-making processes.  Recommending and facilitating appropriate
training and uses of electronic information.  Managing trial programs;
analyzing options for electronic access and making appropriate
recommendation. 
Additional duties include managing the processes of selection and
acquisition of electronic resources with member representatives,
negotiating licenses with vendors, monitoring product usage, expense
tracking and keeping annual purchases within budget.  As needed, consults
with institutional IT staffs and makes recommendations regarding all
aspects of information management, including but not limited to database
technology, security (access & authentication), scripting, and user
interface design.  Advises institutional member representatives on issues
relating to the presentation, retrieval and management of information and
occasionally works with employees in those departments to create, present,
and manage information during various project phases. Consults with
appropriate Academy staff to formulate pricing of resources for Academy
physicians.
QUALIFICATIONS&#58;
Required&#58;
Masters degree in Library and Information Science from an ALA-accredited
program.  Ability to research and recommend future technology solutions. 
At least three years of experience in negotiating licenses or cooperative
agreements; solid experience in fostering productive vendor relationships;
experience in effectively representing libraries within user and vendor
communities and knowledge of usage data to facilitate managerial
decision-making.  
Incumbent must be able to speak knowledgeably and effectively, to manage
multiple tasks and to work cooperatively with others. The individual must
have excellent organizational and time management skills and be able to
work responsibly and comfortably under remote supervision.  Familiarity
with libproxy (Butler Box) administration, indexing and clinical searching
concepts, including familiarity with MeSH.
Preferred&#58;
General understanding of search engine design principles, including
relevant metadata and taxonomy schemas.  Knowledge of information
retrieval principles.  Ability to think creatively.  

WORK CONDITIONS, SALARY AND BENEFITS&#58;
Thirty-five hour work week
Eleven paid holidays
Fifteen vacation days, initially
Ten days, sick-leave
403b retirement plan
Group medical, dental, life and disability insurance require an annual
employee contribution
Background check and drug-test may be required 
Position will be located at a health facility in New Castle County,
Delaware
Minimum salary is $48,000, DOE, and is contract funded through the
Delaware - Health Fund Advisory Committee.

ABOUT THE DELAWARE ACADEMY OF MEDICINE&#58;
The Academy was organized in 1930. In 1984, the medical library was
dedicated to Lewis B. Flinn, MD, first president of the Academy.  The
Academy is a member of PALINET (Pennsylvania Library Network), DEVIC
(Delaware Valley Information Consortium), DOCLINE, OCLC, WABLC (Wilmington
Area Biomedical Library Consortium)  and uses HORIZON as its automated
library system.  The Flinn Library, located in the John Ammon Medical
Education Center - Christiana Hospital houses approximately 4,000
monographs and 570 serials.  The Academy operates the Gill Consumer Health
Library at Christiana Hospital, the Kent County Consumer Health Library
Program at the Dover Public Library, the Sussex County Consumer Health
Library Program at the Rehoboth Beach Public Library, the New Castle
County Consumer Health Library Program at the Bear Public Library and five
clinical libraries or library services in area hospitals, public health
offices and a local university.
