The Communications QIOSC was established October 1, 2003 to provide
centralized planning, development and implementation of a broad range of
communications
strategies and resources to support the Medicare Quality Improvement
Organization (QIO) Program, including national and local promotion of health
care
quality improvement and the use of publicly reported health care data. The
Communications QIOSC develops communications plans, products and tools that
are in
turn deployed through QIOs in each state, through their media/public relations
and outreach activities. This work is carried out under contracts with the
Centers for Medicare & Medicaid Services (CMS), an agency of the Department of
Health and Human Services.
Reporting to the Executive Director of the Communications QIOSC, Evan Stults,
the Communications QIOSC Manager is responsible for:
" Overall project management of the contract, including tracking progress
on tasks, maintaining the overall project workplan and preparing quarterly
status reports for CMS.
" Support of the QIOSC Executive Director by contributing to overall
project leadership, project evaluation, client relations with CMS and support
of
QIOs in all states and territories.
" Communication regarding QIOSC activities, development of public relations
and other work products across all QIOSC tasks.
This position will require excellent communication skills (oral and written),
extensive project management experience, public relations and writing
experience, financial management skills and a customer service orientation.

Job Summary:
This position is responsible for management of the Quality Improvement
Organization Support Center for Communications (Communications QIOSC), which
provides communications support for the national Medicare QIO Program. The
QIOSC
Manager is responsible for overall project management of the contract,
including

Qualifications:
" Bachelors degree in communications-related field
" 5 years professional communications experience with an emphasis on
writing and public relations (in healthcare environment preferred)
" 2 years project management experience
" Strong computer skills required, including fluency in Microsoft Office
applications
Preferred Qualifications:
" Advanced degree or coursework in technical writing, scientific or medical
writing/editing, graphic design, public health education or public relations
" Experience related to information architecture
" Experience related to state- or national-level healthcare information
campaigns
" Experience as a government contractor
